They are active records that are updated regularly and prove to any principal contractor, WorkSafe inspector, or government client that your business is managing safety in practice — not just on paper.
Most small businesses either do not have registers at all or have incomplete versions that would not survive an audit. A WorkSafe inspector arriving on site will ask to see your registers before almost anything else. A principal contractor reviewing your prequalification submission will check your registers as evidence that your safety system is real and operational. If your registers are missing, incomplete, or out of date, that tells the regulator and the principal contractor everything they need to know about how seriously your business takes safety.

Who needs this
Every business with workers needs registers in place. This is not industry specific. Whether you are a sole trader with one worker or a small business with twenty, the obligation to maintain certain records is the same.
If a WorkSafe inspector arrives on site and asks for your hazardous chemicals register and you cannot produce one, you are in breach of the WHS Regulation. If a principal contractor requests your training and competency register during prequalification and you do not have one, your submission fails. If something goes wrong on site and there is no incident register documenting the history of hazards and near misses at that workplace, your legal position is significantly weakened.

As adopted across all Australian states and territories. The obligation to maintain a Hazardous Chemicals Register is legislated under Part 7 of the WHS Regulation. The obligation to record notifiable incidents is legislated under Section 38 of the WHS Act. The obligation to maintain plant records is legislated under Part 5 of the WHS Regulation. These are legal requirements, not best practice recommendations.
