How to Pass a Tier 1 Contractor Prequalification in Australia
Before a Tier 1 builder or large principal contractor will engage you, you will usually need to pass a prequalification. This is typically an online questionnaire or portal submission where you upload evidence of your safety systems, insurances and capability. Requirements vary by company and project.
What is commonly assessed
- WHS management system: policy, procedures and evidence they are used in practice.
- Risk management: how you identify hazards and control risks, including SWMS for high risk construction work.
- Registers and records: plant and equipment, hazardous chemicals, training and competencies, incidents.
- Consultation: toolbox talks, pre-starts and how workers raise safety issues.
- Incident management: reporting, investigation and corrective actions.
- Subcontractor management: how you check your own subcontractors.
- Performance data: incident history and any regulator notices.
- Insurances and licences: current certificates and trade licences.
Some clients ask for alignment with ISO 45001 (the international occupational health and safety management system standard), and some government-funded building work requires head contractors to hold accreditation under the Australian Government WHS Accreditation Scheme. Check the tender documents carefully to see exactly what is required.
